Off-plan vs ready: the honest comparison

It is the first fork in every Dubai property decision, and most of what is written about it is written by someone paid on one side of the answer. Off-plan is not a scam, and ready is not a guarantee — they are different bundles of price, risk and time. Here is the comparison with the incentives removed, and with the one risk that actually separates them measured live from the registry.

Price: what you pay for patience

Off-plan units in a given area typically launch below what comparable ready stock trades for — that discount is the compensation for waiting years and carrying delivery risk, and developers price it deliberately. How big the gap is varies by area, by developer and by market phase, so treat any single "off-plan is X% cheaper" figure with suspicion — including from us, until we can compute it per area from matched sales. Verify the discount you are being promised against registered prices, not brochure comparisons.

Payment: installments vs full price now

The installment structure is off-plan's real financial attraction, and also its trap: you are committed to a payment schedule against a building that does not exist yet. Which brings us to the risk that actually matters.

The real risk: delay, measured

Ready property's delivery risk is zero — it is delivered. Off-plan's is not, and it is measurable. As of today, 121 of 519 ACTIVE registered projects in Dubai — 23.3% — are past their planned handover date and still under construction. That figure is computed live from the current registry snapshot; the ranked list, with how many days each project is overdue, is on the Late List.

Note what that number is and isn't: it counts projects late against their own filed dates right now — it says nothing about how late they will finally be, and most late projects do eventually hand over. What escrow does and doesn't protect

Every registered off-plan project must run buyer payments through a DLD-supervised escrow account, and the developer can only draw funds as certified construction milestones are met. That is real protection — it is why modern Dubai off-plan is structurally safer than its 2008 reputation. But be precise about what it protects: escrow protects your money, not your time. It cannot make a slow project fast, compensate you for years of waiting, or pay the rent on the apartment you don't have yet. Delay is the risk escrow leaves entirely with you.

Liquidity: the exit door is narrower off-plan

A ready unit with a title deed can be listed and sold to anyone at any time. An off-plan unit before handover is sold by assignment: most developers require a minimum share of the price paid before they will consent, an NOC fee applies, and your buyer pool is limited to people willing to take over an unfinished purchase. If there is any chance you will need your money out early, that difference should weigh heavily — off-plan money is committed money.

The honest verdict

Neither side wins in general. Off-plan suits buyers with time, payment-plan appetite and no urgent need for the unit — and it demands verification: a developer with a real delivery record (our reliability table ranks every registered developer on exactly that), a registered project, and ongoing tracking of certified progress rather than construction updates from the sales office. Ready suits buyers who need certainty, immediate use or rental income, and can pay for the finished article. The mistake is not choosing off-plan — it is choosing off-plan and then flying blind for three years.
